CHILD SUPPORT GRANT
DEFINITION OF THE GRANT
Child Support Grant is a grant payable to a primary care Giver in respect of a child under the age of nine. A primary Care giver is any person who takes primary responsibility for the daily needs of the child and who may or may not be related to the children.

FOCUS GROUP
Children affected by Poverty ranging from 0-14 years.

LEGISLATION THAT DIRECTS THE GRANTS
Social Assistance Act No 59 of 1992.

BACKGROUND INFORMATION
Child Support Grant (CSG) has been introduced in 1998, which replaced the former State Maintenance Grant (SMG). It is one of the many poverty alleviation programs implemented by the state to target the poverty stricken children who are South African Citizen residing in South Africa.

AIMS OF THE GRANT
The aim of the Child Support Grant is target the poverty stricken children who are South African Citizen residing in South Africa.

WHO IS ELIGIBLE FOR THE GRANT
The age limit for the eligibility of this grant was 0-7 years. The Government has extended this age limit to 0-14 years, which will be phased in over three years. In 2003/04 financial year (financial year in government: 1st April to 31st March) the age limit is 0-8 years, 2004/05 financial year the age limit will be 0-11 years and 2005/06 the age limit will be 0-14 years.

WHO MANAGES THIS GRANT?
The Grant is managed by Social Security Officials in the employ of the Department.

CRITERIA FOR APPLICATION
The main determining factor of eligibility is parental household income. Child of a single parent whose asset values less that R252, 000 and the monthly income is less than R 1,100 is eligible to benefit this grant .In the case of a married person the above asset limit is less than R 504,000 but the monthly Income limit is same as a single parent.

WHERE DOES ONE APPLY FOR THE GRANT?
At any of the 34 Service Offices and NGO's.

STEPS/PROCEDURES IN OBTAINING THE GRANT.
The application of this grant must be made by the primary care giver of the child who should be a South African Citizen and eligible to benefit R 190 per month from the date of application.

CARE DEPENDENCY GRANT
DEFINITION OF THE GRANT
Care Dependency Grant is a grant payable to the Parents, Foster Parents, guardians or custodians in respect of a child between the ages of 1 and 18 years in their care, who due to severe mental and/or physical disability , need full time care.

DEFINITION OF SERVICE
A care-dependency grant is payable to parent/s or foster parent/s of a child who is between 1 and 18 years old who requires and receives permanent home care due to his or her severe mental and/or physical disability.

LEGISLATION THAT GOVERNS THE SERVICE AND GRANT
Social Assistance Act 59 of 1992.

AIMS OF THE SERVICE AND GRANT
The aims of this service include;

  • To prevent mental ill-health.
  • To promote quality of life and the dignity of the disabled.
  • To combat undesirable social conditions amongst the Disabled or their exploitations.
  • To promote disabled person’s independent functioning in the community for as long as possible.
  • To encourage employers to employ disabled persons in the open labor market.

The services are rendered through 105 departmental service points and 90 other service points that are managed by Non Governmental Organizations(NGOs) and Community Based Organizations (CBOs)

The service include;

  • Information and education
  • Development of social skills.
  • Orientation/Adjustment to disability.
  • Counseling
  • Placement in employment.
  • Material assistance.
  • Initiation and implementation of appropriate community projects such as clubs and self-help groups.
  • Initiation and maintenance of committees and Organizations.
  • Recruitment, selection and training of volunteers who will be used to implement the programme.

CRITERIA FOR APPLICATION FOR THE GRANT.
Parent/s or foster parent/s shall qualify to receive the above grant;

  • If he/she/they are the parent/s or foster parent/s of the child.

There is no restriction to the number of care-dependent children per application.

  • The child or foster child is disabled to the extent that he/she needs constant care of the parent/s or foster parent/s.
  • The child is between 1 and 18 years old – Once the child reaches the age of 18, payment of the grant will be cancelled.

The child can then apply for a disability grant in his or her own right.

  • If the applicant qualifies the means test.

The means test include the following;

  • Income assessment: (The income assessment is not not applicable to foster parent/s) The combined annual income of the family i.e. both parents after all permissible deductions referred to in regulation 15 i.e. Tax, Medical Aid, UIF, Pension, shall not exceed R 48,000. If income exceeds R 48,000 no grant will be payable, unlike an OA, DG, or WV grant whose means test differs by allowing for a sliding scale payment of a grant.

An applicant either qualifies for the maximum amount or not at all.

  • Nationality and resident status: The parent/s are a South African Citizen/s and the parent/s or foster parent/s are resident in South Africa i.e. the foster parent/s does not have to be a South African Citizen but must be resident in South Africa.

Extent of disability: The child must be in the full time care of the parent/s or foster parent/s. At the age of 6 the child shall be evaluated as to his/her educability and trainability for attendance at a school for Specialized Education or if such a facility is not available by an assignee of an education authority i.e. the child must be assessed to see if the child can be taught basic life skills.

Foster parent/s of a care-dependent child are eligible for both a foster and a care-dependent grant i.e. can receive both grants for the same child. A person who is in receipt of a social grant is also eligible receive a care-dependency grant i.e. if a person is in receipt of Old Age or Disability or War Veterans grant can also qualify for a care dependency grant if such a child qualifies.

A person cannot have both a child support grant and a care-dependent grant for the same child. A parent or foster parent shall not be considered for a care dependency grant when the care dependent child is admitted to and cared for permanency in a psychiatric hospital or a care and treatment centre.

WHO MANAGES THE GRANT?
The Social Workers and Social Security officers in the employ of the Department manage the grant.

FOSTER CARE GRANT
DEFINITION OF THE GRANT
The Foster Care Grant is a monthly payment made to foster parents in respect of a foster child who has been placed in their custody in terms of the Child Care Act.

LEGISLATION THAT DIRECTS THE GRANTS
Child Care Act no 74 of 1983 Social Assistance no 59 of 1992.

BACKGROUND/INFORMATION
Foster care placement is a temporary intervention of the state while the family is being prepared to be re-unified with the child.

The Social Worker renders supervision and reunification services in accordance with the requirements of the Act. When the child is placed with foster parents at cost of the state then the state supports the foster parent by giving foster care grants, which is R 590 per child.

There are incidents where children are placed under the supervision of the social worker at no cost to the state because some foster parents voluntarily take the responsibility ofproviding alternative care for children in need of care.

There are also incidents where children are placed under foster parents with no cost to the state because of the asset and income of children is sufficient enough to support children.

PURPOSE/AIMS OF THE GRANT
The aims of this grant include;

  • To protect the interest of the child youth and family.
  • To promote the social functioning of children, youth and family.
  • To enhance the quality of family life

It is aimed at children who are in need of alternate care are brought to the attention of a social worker. The state has various alternate care options in accordance with the Child Care Act 74 of 1983.

WHO IS ELIGIBLE FOR THIS GRANT?
A foster parent is eligible to apply for foster care grant once the court has placed the child with him/her. The asset and income of the foster child is a determining factor for eligibility in this case. For a foster parent to be eligible to benefit from foster care grant, the foster child should not exceed his/her asset with a value of R 252,000 and his/her yearly income R 12,000.

WHO MANAGES THE GRANT?
The Grant is managed by the Social Workers in the employ of the Department and the NGO’s dealing with children.

CRITERIA FOR APPLICATION
In order to qualify for a Foster Care Grant, the applicant and child must be resident in south Africa at the time of application.

  • The applicant must have a valid RSA/non RSA 13 Digit ID number in respect of each Child
  • Foster Child must pass the means test
  • The applicant/child must have a court Order indicating Foster Care Status.
