SERVICE Institutional Capacity Building and Support
DEFINITION OF SERVICE The aim of this sub-programme is to facilitate the development of institutional capacity for Non-Profit Organisations and other emerging organisations.

BACKGROUND/INTRODUCTION Eleven years after the first democratic elections, some of the challenges still confronting established and emerging non-government organizations are clarification of their relationship to the state especially the public sector institutions and the development agenda of the national government; understanding and implementation of the transformation agenda; lack of leadership and capacity to contribute to development in a democratic context.
However, the current transformation context, by its very nature, demands innovative ways and creative approaches to enable the relationship between public sector institutions and civil society organizations to take shape and effect.
To this end, the Department of Social Development (DOSD), Eastern Cape Province, and as part of its transformation process, earnestly began relationship building with non-governmental organizations in 2001. What became clear through conferences and workshops over the last two years was that the majority of established non-governmental organizations and all emerging non-governmental organizations require assistance to understand the developmental approach underlying the social development policy framework for social services in the context of democracy and transformation. Moreover, non-government organizations require building and enhancing their capacities to enable them to be effective on their own as civil society development organizations.
As the first step towards supporting a collaborative relationship between the DOSD and emerging non-government organizations, the DOSD identified the need for capacity building programme for emerging not-for-profit organizations (NPO) in the Province.
This is further strengthened by section 38 (j) of the Public Finance Management Act (Act 1 of 1999 as amended by Act 29 of 1999). This section requires that the Department must before transferring any funds (other than grants in terms of the annual Division of Revenue Act or to a constitutional institution) to an entity within or outside government, must obtain a written assurance from that entity that, that entity implements effective, efficient and transparent financial management and internal control systems or, if such written assurance is not or cannot be given, rendered the transfer of the funds subject to conditions and remedial measures requiring the entity to establish and implement effective, efficient and transparent financial management and internal control systems.
PURPOSE/AIMS OF THE SERVICE The aim of this programme is to facilitate social development process by empowering marginalised communities and poor households in the Eastern Cape with the necessary capacities to access services and resources that allow them to sustain and improve their livelihood status and ultimately contribute to their own socio-economic development.

WHO IS ELIGIBLE FOR THE SERVICE Emerging NPOs & NGOs in the Eastern Cape Province.
ACHIEVEMENTS More than three hundred NPOs have received training on relevant courses to their projects. This training has been carried out by reputable service providers who have been selected through legislated procurement processes.
For 2008/09 financial year, the DOSD has signed a service level agreement (SLA) with the University of Fort Hare to render training for all funded projects. |
