Older Persons

DEFINITION OF SERVICE
Provision of quality care to older persons through home community based care programmes and residential care interventions.

BACKGROUND/INTRODUCTION
Older persons are a vulnerable group in the community as a result of a lifetime of hardship, high susceptibility to chronic diseases and the ageing process itself. Some are dependent on carers for survival. This programme is grounded within a Human Rights Framework. Older Persons have the right to self-determination and fulfillment, dignity and respect, personal security, freedom of speech, Association and religious expression.

PURPOSE/AIMS OF THE SERVICE
The aims of this service are as follows: Maintain and promote the status, well being, safety and security of older persons:

Maintain and protect the rights of older persons;
Shift the emphasis from institutional care to community – based care and support in order to ensure that an older person remains in his or her home within the community for as long as possible;
Regulate the registration, establishment and management of community – based care and support services as well as the establishment and management of residential facilities and
Regulate and manage the prevention and combating of the abuse of older persons.

To address Community based care programmes, establishment of Service Centres is promoted to address the following problems:

- Poor health
- Elder abuse and violation of human rights.
- Underdevelopment
- Lack of skills to manage HIV and AIDS infected next of kin
- Loneliness.
- Moral degeneration.
- Utilization of old age grant as a source of income for the family
- Lack of access to services
- The changing role of elder persons
- The money lenders( loan sharks) challenge

WHO IS ELIGIBLE FOR THE SERVICE?
Orgarnised older persons qualify to start an older person’s project and register as an NPO
Abused, neglected without relatives older persons qualify to be admitted in a residential facility.
Active and frail older persons qualify to be admitted to a Residential facility.

WHERE DO I APPLY FOR THE SERVICE?
Applications are made at the Social workers offices in the service offices and Area Offices.

STEPS/PROCEDURES TO APPLY FOR FUNDING
- Start the project with a Vision and Mission
- Register as a Non Profit Organization
- Apply for the Supplier Certificate
- Compile a business plan and submit it to the Area Office
- The Area Office will submit it to the Head Office.
